Any idea what this is?

Found on the exterior curbside amongst the phone and cable connections. It's also below the winegard antenna connection/12v port that's inside so I figure it's from the old antenna?

The plastic is trashed. Has two black wires connected. I'd like to ditch it, clip the wires and buck the holes.

Any thoughts?
