What year and model trailer?

I believe my 88 has rivets, it's been a while. I think someone told me the one on their newer trailer was only caulked or taped though.

Well there isn't much of a reason for a rivet to be there if it's not going through the base plate into the skin.

I have a 2005 Safari, I just replaced my old antenna with a new one. I removed the old bracket, it was held down with adhesive tape. Didn't need it anymore.

I took mine off a 1986 and it was riveted with large quantities of caulking over top. I buck riveted an aluminum cover over the hole. The interior is out. Lots of wires as in the main harness travel under that item and the moisture had done nasty things to the electrical.
