Hydraullic brakes were operated by vacuum. The system was not that reliable so Airstream discontinued that system. In addition parts are hard to find because many users just pitched the parts and switched to electric brakes.
Not having a brake controller and the 4 flat means you don't have the means to operate the brakes because you need the 7 pin connector and a brake controller to get brake operation. (If the system worked)
To tow a 19' foot that does not weight much you may be OK with brake operation. However you are taking a risk that may be illegal in some states.
With the 4 flat you may not have means to operate any lights because the trailer will have a round 7 pin connector. This is a condition that can get you stopped by the police as it IS illegal!
At minimum you need to find a way to get stop and turn signal lights. Brakes would be nice and with the small trailer I would take the risk IF you have a full sized tow vehicle.
