Apparently there are some odd differences about my original axles that Andy did not know about. When my installer called for some advice for example, he did not believe there were wooden shims between the axle brackets and the frame. The hole locations in the side plates bore no resemblance to the instructions we received. As to $400 vs $1200, the new axles were bigger, heavier and had a completely different hole pattern. We spent a lot of time measuring and planning our approach. As explained before, I wanted to keep the 12 inch brakes which required the bigger axle. Andy's location of the shock brackets was spot on.
A friend ordered axles from Colin for an Argosy and was able to install them himself with no drilling, cutting or welding but he was willing to settle for the smaller brakes. I was unable to even contact Colin when I needed to order.
