How to bolt the axel to the frame

I am not an Airstream mechanic; but I play one on TV.

I was under my 2006 Classic 30 changing the shock absorbers when I noticed how the axels are bolted to the frame. The bolts have two large washers under the bolt head and no washer under the nut. I find that kind of odd.

Everything is tight and the outfit tows perfectly. So is that proper or what?

Must have been running low on washers that day. Mine had washers on both sides.
The axle perch is a tight fit between the frame rails and not going anywhere washers or not.
