In the interest of safety, it's a good idea to simply replace it. It is possible to inspect it, but it is very hard to be sure it is in good condition.
A lot of this depends on where the trailer spent it's life. In the desert southwest, not too risky. In the heat and humidity in the south or pacific northwest, it gets risky.
