disconnected duct

While winterizing the water pump, I noticed a 2” flexible duct that was unattached on one end, just laying in the ‘plenum’ space

I’m talking about the service space under the access panel in the cedar closet (2008 classic)

I couldn’t see any supply/return connections that it should be hooked to….

Is it possible its supposed to be disconnected- to heat the ‘service’ space?

Mine is the same way - I think that it is one of the heat ducts to the "basement".

This is correct. It is supposed to heat the tanks.
