Atwood furnace fan shaft clip replacement

The small squirrel cage fan blade assembly on the right side of our furnace is sliding to the left and contacting plastic. This makes a high pitch noise. The small clamp on the motor shaft that keeps the blade assembly from sliding to the left has broken and needs to be replaced.

It appears that perhaps the out board half of the fan housing might slide out to provide access to the shaft where a new clamp could be installed. I can remove the circled screws, however the half housing won't budge, possibly due to white material top and bottom ( cicled in another pic) that may be acting as a sealant.

Any help anyone can provide would be appreciated.
