Are these "vents" for something purposeful?

I keep kicking stuff under the cabinets through these cut outs (see pic).


The furnace is in the cabinet. Are they for fresh or recirc air? Combustion air?


Is it possible to cover with a decorative, vented, panel?


Anyone know?

That is the cold air return for your furnace. As long as you don't restrict airflow, putting decorative screen there would keep things out of the return.
