According to this source the OPD valve on new tanks has some functionality as a flow cutoff but is not 100% effective:

From what I've been able to find, it appears that the automatic regulator Airstream uses also has the ability to shut off a free-flowing gas feed and I assume that is the device that was referenced earlier as being installed in Airstream trailers for decades.
As long as the integrity of the hoses from tank to regulator and the regulator itself haven't been compromised then there shouldn't be a problem. Unpredictable things can happen in an accident, however, and having a backup device which helps ensure that the open valves on the propane tanks themselves get closed, rather than something operating downstream, seems like a good idea. Overkill? Maybe. TEHO.
