For years there has been a free campground bewteen Virgin and Rockville, located between the highway and the river. I haven't passed by there in a year, however. It's about where the circled 9 is on the map.
On the way in or out, there's a potential boondocking spot at exit 133 off of I-15, on the west side. It's a 100 yard segment of the old highway about 100 yards off the exit--level, reasonably quiet, and not a soul in sight at that exit. There's also good boondocking on both sides of exit 4, Black Rock, south of St George.
All these locations are below 4,500', but can be cold if it's a particularly cold week. However, St George isn't called Dixie for nothing--nearly the same temperatures as Vegas.
There's not much boondocking east of the Park, but some very inexpensive RV parks in Orderville and Mt Carmel, about 12 miles east. I recall there is an RV parkhalfway along that road, maybe just across the road from the Buffalo Cafe, which is a fun place. There's also an RV park near the east gate, which has bare camping spots, also. I don't know if they are open in the winter.
If you're a rock climber, there's a highly rated climbing park up in the gorge on the south side of Veyo (NNW of St George 18 miles).
