I spent 33 years in LE before retiring as Chief also. From my time as a Patrolman all the way to the top, a quota was never an issue. We had officers who wrote 2-3 tickets a month and those who wrote over a hundred. Most officers gave 3-5 warnings for every ticket written, so there is a lot of officer descretion. Promotions are not decided by the number of tickets written, but by the best score on a promotional test.

Airstreamers are some of the most courteous people I have ever been around and I don't believe there is a one of us who would intentionally put an emergency services worker or highway maintenance person in harm's way due to our driving. The courtesy of moving over to the opposite lane or slowing down doesn't take a lot of time or effort and keeps us moving on down the road instead of being involved in a accident or stopped to receive a ticket.

It's a common courtesy we would expect if we were 3 feet away from a vehicle passing us at 75.
