Nope, the fairgrounds are inland of the highway at Las Positas.

Maybe I'm thinking of Oxnard.

I almost froze my pet rock at a fairgrounds on the beach in 1964 in July. I thought it was Santa Barbara. It was HOT during the day and as soon as the sun went down the temp dropped to 50. I was trapped in the grandstands on a bad date getting worse.
