Safety Chain Restraint

Just found a "Wally Byam Safety Chain Minder" It is a piece of round steel bar stock bent into the shape of a capital letter "B" only it is open at the vertex of the 2 curves.
Does anyone know how it is suppose to be attached to the safety chains, or have a reference to it?

Do you think it mounts on the A frame somewhere? You then hook the unused safety chains onto it when you aren't traveling so it keeps them off the ground?

used to keep chains off the pavement when traveling?

Sell it on Ebay for $500?

The safety chain minders I have seen are gizmos that attach to the hook on the chain to keep it in place after it is hooked up, similar to a safety latch.
