Most, if not all, of the State parks have walk-up spots. Also, there is a handy guide to all of the available State Campgrounds and Day-Use areas that should be available at any of them. Welcome to the Oregon Coast, where the whole beach is public access!

Side note, the beach itself is designated as a state highway, thus public.
