This is a good question and there are several ways to handle the issue. The same matter comes up regarding your drivers license and vehicle insurance, as well as voter registration, income taxes, last will & testament, financial details and various other aspects of daily life. How are you handling those matters? It may make sense to use the same method (address) regarding health insurance so your "life" is consistent.
So, getting back to health insurance... there are lots of details that can make your life a challenge. One issue is most plans require you to have your annual checkup/physical in a location that corresponds to your "address." That's not true for all plans but true for many. Similarly, health insurance providers have narrowed their offerings to a great extent and seeing provider that is not near your domicile may be considered out of network so you have to be careful with such things. Depending on where you choose to establish your residency/address may greatly impact your premium.
Escapees is an RV organization based in Texas that allows you to choose a domicile in Texas, Florida or South Dakota. There are similar organizations and mail forwarding businesses that work in these same three states as well as other states.
Be careful - your domicile address has many implications - while health care is a significant factor it is only one of many to be considered when establishing a domicile.
