Stayed at Hillman Ferry campground in the Land between the Lakes area last year. We liked it.
My other favorite is Moutardier corp of engineers campground on Nolan River Lake.

We stayed at a nice city owned campground in Carollton Kentucky. It's Right on the river between Louisville and Cincinnati. Nice and quiet. A few bike and walking trails. We'd stay there again.

billhenry58 is referring to Two Rivers campground. It offers an easy stroll to a nice park overlooking the Ohio, and scenic views of the Hoosier hills across the river. Located about 40 miles east of Louisville, I’m not sure I would call this western KY. It’s not exactly on the beaten path (but sort of on the way to the Bourbon Trail!).
Land Between the Lakes is given over to water sports enthusiasts. Expect some party atmosphere.
Fort Massacre across the river from Paducah in Metropolis IL is a nice park. Talk to the ranger when booking to avoid low lying sites.

I'm originally from Western KY and my impression is that there aren't an abundance of campgrounds. Some State Parks around KY Lake and that area, which is one of the best areas in the region. I've camped between KY Lake and Paducah at a KOA which was ok, and there are a few others.
