Rear Storage Compartment Does Not Lock?

Does anyone have any suggestions:
The outside rear storage compartment (above rear bumper) will not lock?
When you turn the key the "black" outside thumb rings turn, however it does not LOCK.

When I put the key in and look at it while open; it turns as "one complete "unit?
I thought the "key" would turn and not the two thumb tabs.

I am sure it's users error.

Yes, this lock is a bit peculiar… but here goes:

Put the key (brass color deco Key) into the lock and close the door.
Then, while holding the door closed, turn the black "thumb tabs" to the left (quarter of a turn).
Then turn the key all the way to the left to lock the thumb tabs in place!

Let me know if these directions work for you…
I could reword them if necessary.

Are you using the correct key? More than one will go in the lock.
Check the number on the lock and match it with the key....

Hi, the key and the thumb ring should turn seperately. I hold the key in place [in the unlocked position] and then turn the thumb ring to open or close the door. The thumb ring positions the locking tab, and the key locks it in place.

I was doing many things wrong -- first of all I was using the
"sliver" key not the "brass" one! I will try all those things...
I remember it working at the dealers...
