Interior Skin Paint Removal Question...

I need suggestions. Someone along the way painted over the original interior ceiling and walls with a primer and then a latex paint. The walls didn't bubble, but the ceiling bubbled. Using a chemical paste to remove the paint was a disaster. Razor blades seem to work best. That is very time consuming, but we don't want any more bubbles. From here, what specifc brand of paint would you use to cover all the ceiling and walls. Prime with Bullseye water base? or what?

citristrip works wonders, safe on skin easy to use.........I strogly recomend useing it.
