Help Needed Panel Replacement Method of Replacing

Hi All,
I have a 1958 Traveler which looks as though it may need a rear lower 1/4 panel replaced.

Questions

1 Do you take the old panel off, straighten it out, then mark the replacement sheet and cut it out?

2 Then do you pre drill the new sheet with the rivet holes using the old sheet as a template?

I am just not quite sure about the method you experienced restorers use?
