When Gauchos attack....

Removed the cover/foam from gaucho. The back of the gaucho springs forward without the cover. Noticed in the folded out position the back still raises up about four inches even with the cover on it. When I closed it back up, that is when it attacked! That metal back does not feel good when it hits your head...even though I have been called hard-headed numerous times.
Two questions:
1) Is there a way to adjust the long piece of metal that provides the spring action? It is rusted from a water leak and needs to be repainted anyway.
2) The four screws at the right side that secure the bracket for the metal slide were loose. I tried to tighten them and they loosened again. Do I use a larger screw or do I have to do another type of fix?
Thanks. Jack
