Portable Solar Panel

I have a Zamp portable solar panel and had 12.5 volts than I pluged in the solar panel and after 45 minutes it read 13 volts. I thought that meant that the solar panel was working. A Zamp tech guy said my panel was toast with these reading. For $140.00 he will send me all the parts I need. What about the photo cells are they also worn out? What is wrong with 13 volts?

If you’re saying that’s the voltage at the battery terminals, you’re okay. It’s going up, meaning you are charging the batteries. It should go up more.
If that’s the voltage your panel is putting out (not connected to battery) at the panel leads, in full sun, then something is amiss.

Take a photo of the Zamp controller connected to the battery after two hrs in full sun.
