You can use a jumper between 3 and 4 on the trailer 7-way umbilical (I use a 15 amp blade fuse.) This will turn on the running lights. People also use this hack to light up the trailer at a rally.
If you have the batteries installed you should be able to just put a jumper between the battery (charge) connector and one of the other connection points to make them light up. If you're testing the backup camera and it's powered by the license plate or running lights, put a jumper between the 11 and 1 o'clock positions.

If you have shore power where you're doing this (or if you just need this power intermittently) one of the gadgets for showing off your marker lights in the campground would do what I think you're looking to do.
They essentially just put a fused connection between the 12V pin and the running light pin on your connector. The simplest safe version of that is shown here, using an automotive fuse to make that connection.

I take it the backup camera is hardwired and not a wireless device.
Assuming the signal for the backup camera is wired thru the center pin of the 7 way plug.
All that would be required is to place a jumper between the charge line pin and the center pin of the trailer 7 way plug. The house battery would provide the power needed to activate the camera.
You could get fancy and build your own testing device using some toggle switches mounted in an enclosure and wired to a 7 pin receptacle. This device would test all functions of the 7 pin connection.
