Batteries and power converter

I have a question about my converter and my new agm batteries. We leave the 2018 international plugged in to shore power all the time. We accidently left the lights on for 3 days and voltage dropped to 9 even with shore power connected . I just wonder if my converter is charging at all. I am charging up with external charger got up to 13.6, Can someone explain to me what is going on. Is the converter behind the fuse box under the fridge?
