Bad Fuse(s)?

I have a 1998 Excella 25ft. Some of the 12v circuits quit this weekend and the fuses don't seem to reset. This trailer has the small rectangular fuses.
1. How do I test if a fuse is operating correctly?
2. What is the best source of replacement fuses?
3. Are there better fuses for this purpose?
