2019 Converter not charging.

Hey everyone. I plug my 16' Sport into a 110 outlet in my garage using one of those dog bone converters. I usually leave it plugged in for a full day once a week to keep the battery charged.

I recently went to plug in and noticed the converter wasn't making the same noise it normally did and it wasn't charging over 13.2. I know the battery isn't fully charged which is why this seams odd. The converter is making a very quiet noise, where as it normally kicks on the fan and charges at 13.6 until full.

Anyone have ideas why this might be?
