Assuming a typical setup, it's the converter that charges the batteries when you're on shore power, unless you've upgraded your inverter to an inverter/charger and gotten rid of the converter.
Check to be sure that 120v power is getting to the outlet the converter is plugged into, or if yours is hard wired be sure that there is 120v power getting to the input side. If there is not, then check for a tripped breaker or a wall switch that controls the converter which has been turned off.
If you have have incoming power to the converter then check the output side. If you don't have something higher than 13v, then you should suspect that you have either a blown fuse in the converter or a bad converter.
