You might have better luck expanding your search to vintage car parts. I am nearly certain that is a full wheel cover from a 1955 or 1956 Plymouth. My neight drove a 1956 Plymouth Savoy for years, and I believe that is the wheel cover that it had from the factory.
I don't believe that I have any of these among those that I have for sale, but they were quite common in the used hub cap/wheel cover arena a few years ago.

I now own two more of the classic wheel covers. Having a little trouble banging the last one on to where it will stay. I think it may need some adjustment with a pliers on the metal parts that hold it to the wheel. Any ideas? Sure nice to have 4 that match.
any one think they have a solution, neither one will snap onto the wheel all the way. I pulled off one from another wheel and can't tell what is different.
Maybe I need to bend in the clips that surround the wheel cover inside? Weird.
They go in about 75% or 80% and then pop out on the opposite side.
