PS -- In addition to checking with your local DMV, as just suggested, if the prior owner was in a different state, you might have to get some of the paperwork from that state. Is the prior owner still alive, and able to complete any necessary paperwork for you? There are folks here with way more insight into these issues, so hopefully the will comment soon.
