What To Fix

So the shell is off on the '73 Sovereign, and just an fyi, our AS will be on our property as a tiny home, not traveling. Given that, a few questions:
*On the frame, besides obvious rust repair and outrigger replacement as needed, what should I look for?

*Outriggers should be level with crossbeams, not sagging lower correct?

*For expense sake if we keep axles, and replace later, is cost much different?
*In replacing the subfloor, should I be removing the C-Channel, attaching to new wood, then lower the shell and rivet to C-Channel? Other wise I can't do single piece across width right?
*Since we ripped the floor out and most of it was rotted out anyway, I'm unclear if the C-Channel is supposed to sit fully on the outrigger? 2nd part, anyone know that actual dimension?

I need some help from some welders with frame experience. Not sure if I'm checking this right, is there supposed to flex in this frame? I'm a Jeep guy and usually more is better, but I'd think in a trailer, not so much! From the front to the rear, there seems to be about an 8" difference? Behind the axles you can see buckles on both sides, what's the best method to correct?
