It is not functional, whatever it is...rusted and seized up.
I will be cutting it off the tongue...but would like to know what it is and what the function was.
Possibly an old Reese duel cam sway control hitch, and that is what the chains were attached to. Here is an old photo of what they looked like. Best thing you can do, is to remove it.
it is a Jurassic-era anti-sway device; or what's left of it.

The 1955 Safari tows like a dream, so I will remove the old sway control hitch.
Or I could keep it as a flag holder I guess.
Definitely the anti-sway portion of an older Reese hitch. Mine works pretty well, but it doesn't look like that one. Inside that rusted rectangular piece are two braking surfaces which get clamped to the sliding portion. One end connects to the ball on the side of the tongue, the other to the small ball on the hitch next to the tow ball.
