Would there be any reason not to use the old standard WEST epoxy? I have used it in dozens of oddball boat and furniture restoration projects with great success. We pre-coated sheets of marine plywood before building a dinghy years ago, and the WEST epoxy provided a great base for paint and varnish.

I would ask Jamestown for advice on Total Boat vs. WEST for your application. We have relied on Jamestown for many years for all kinds of marine products, and they usually have good advice IMO. Whatever you use, it should be possible to add more layers, and to use other products [like flooring adhesive] on top of it IMO [perhaps after a light sanding].
You would also want to be able to bond [epoxy-to-epoxy] to it, so that you can add things like floor cleats etc..
