Replacing part of the Floor

So I just removed my first piece of floor and found a whole bunch of wet insulation and a rusty frame! That's good news right? The frame actually looks structurally sound, but I think if water continues to collect on top of the belly skin the floor and eventually the frame will be destroyed.

So, the water damage is just along the outside edge of the front floor and here are my questions:

1. I can see light leaks where the frame enters at the front...should these be sealed...this looks like a potential water entry point when the trailer is under tow.

2. Where is the most common place for this water to be coming in and what should I do?

3. Would it be prudent to drill some holes in the skin so the water can drain if it collects in the future (and leave it uninsulated).

4. Should I paint a rust inhibitor on the frame now that I have it exposed? and should I put some sort of coating on the outer edges of the new ply-wood once I replace the piece I've removed (removing it was really easy b/c it was extremely soft along the outer edges..)
