You are looking at the street side rear of the out riggers here. The edge of the tire can just be seen to the left. The flat side of the outrigger faces the tire or wheel well opening. The flange goes to the outside of the wheel opening creating a flat face within the opening. Looking at the wheel well, there is a right and a left.
The hole on the rest of the out riggers is oriented so that the flat face goes forward and the flange is to the rear. These two are for the curb side. It is done this way on both sides from front to back.
