the flooring is vinyl in most of the new units...
and only attached at the perimeter or where INTERIOR bits fix to the subfloor.
i can imagine one of 2 approaches depending on size and location...
1. slip a thin backing material through the hole, then fill the spot with vinyl putty ~ the matching color.
-when dry sand smooth
2. enlarge the hole and sharply define the borders (circle, square, rectangle)
-again insert a backing sheet with adhesive facing UP.
-cut a section of fresh vinyl with the pattern matching at the edges and attach it to the backing sheet
-then carefully glue at the edges which will be ON the backing sheet...

because the sheet vinyl is floating, any attempt to patch or glue that sticks to the plywood subfloor will be an issue.
