Do I take that to be S128 S6169?
It's an odd one, that's for sure! It doesn't match any of the 28' Ambassador VINs from 1960-1968 at Vintage Airstream Photo Archives
. According to Frequently Asked Questions
the Santa Fe Springs factory was closed at the end of 1968
production. Send us a picture of the wheelwell area and we would be able to tell you more. Is the bathroom curbside or roadside? These last two points would tell us California for sure.

. Pre 1980 VINs are in post #9. Still no matches. It might be a custom but I'm not sure how those VINs were set up.

Here's an approximation:
S = Santa Fe Springs
I = International
28 = length
5 = double bed layout (yes, a typo -- meant to be 5 and not an S)
6169 = maybe the last 3 #s are the sequential production numbers
