Storage facility trailer: lien sale question

A Calif. storage facility has a 67 Overlander for sale. They took possession of the trailer after putting a lien on it for non-payment. They are selling it but most likely don't have the title. Is it any easier to get a DMV title under such circumstances or is it still difficult being this is in California?

A friend told me this story about NJ
Bought a '73 that was in storage for 10 years. The owner had passed, the wife who was living in FL, signed the title in the wrong spot. DMV would not accept the title. Couldnt get a new title, was in the husbands name and the will was not probated in NJ to obtain the new title. GA is a non title state for older trailers. He sold, via bill of sale, to a resident of GA who inturn resold the trailer to the original buyer. Going to NJ DMV, they wanted a registration from GA. He told NJ DMV that the trailer was never registered in GA. Being almost 40 years old the trailer needed too much work so he was selling it back to a NJ resident who was willing to do the work.
So after 4 years of trying to get a title. He got a title.
