no tax on registration in georgia?

I recently purchased a 97 Excella, hooray!

I went to register it in Georgia last week, expecting to pay some kind of large tax along with the registration fee. There was no tax, and when I asked about it the clerk shrugged.

Anybody know why this might have been? My first guess is that the tax is paid yearly per vehicle, and the previous owner only had it for 6 months and so may have paid the tax on it already that year (I should probably ask him about that). My second guess is that the clerk made some kind of mistake. I'd ask the previous owner if he paid tax but he is on vacation.

It's unclear to me from https://dor.georgia.gov/motor-vehicl...ad-valorem-tax whether I fall under TAVT or Annual Ad Valorem since it was first purchased before 2013 and I purchased it afterward. And besides, it says "motor vehicle" on this page, while I have a TT.

Since it says "Taxes must be paid by the last day of your registration period (birthday) to avoid a 10% penalty.", which is about half a year away, I'm not in a big hurry but if I end up owing a few grand I'd like to know so I can start saving now.
