There should be a plate somewhere near the door or maybe under the front window that has some numbers and letters. Having all of them would be helpful. Pics are nice too

2823931 is very close to a valid VIN for an Ohio built 62 Ambassador.

Ohio | 28 2 T NNN
(1 prefix for Int’l options)
California | 28 T(D)SS 0270 to 28 T(D)SS 0315
T=twin-bed layout; D=double-bed

If the 4th digit was a T (Twin) or a D (Double) it would be correct.

The VIN should be on a plate to the right of the entry door.
