We gave up on Progressive some years go when they wanted to rise our rates because we had no debt. The premium was much less ten years ago. Texas has a reputation for poor or no regulation of insurance companies and probably their rates too. We have Safeco now, but you really have to shop around. We had Geico for a while, but they wanted to value our house for much less than it was worth, so we took all our business elsewhere. Geico wants as little work as possible to maximize profit, so anything complicated gets bad results. Check with an independent agent who carries a lot of lines. You can get quotes online too, but you may get a lot of unwanted phone calls.
If you take all your vehicle (and house) coverage to one company you probably will get a better rate. Progressive pushes "bundles", but all companies do that. Like Liberty saying "you only pay for what you want"—all companies do that too. In many states they check your credit rating as well as driving history.
Unfortunately rates differ from county to county and from state to state. There's no one answer and this isn't easy. It takes time to research it and even the agents have a hard time comparing rates. With computers, rates change frequently and our agent tears his hair out (he can't spare much either) every day.
