Heat Pump Fan

When turning on the furnace while plugged in to shore power, the heat pump comes on even though the thermostat is on the furnace setting. My understanding is that the heat pump is the primary heat source and that the furnace will only come on when the temperature is below 30 F. This would not necessarily be a problem however, the heat pump fan seems to be on high and the fan control setting on the thermostat does not change the fan speed. This seems to be the case no matter what the temperature setting is (many or just a couple degrees different from the inside air temperature). My question is whether it is possible to adjust the fan speed such that the heat pump is more quiet. We have a 2015 International (19').

Any chance your fan setting is set to "On" rather than "Auto"?
