Not to be a spokes person for FEMA, however I believe the definantion of essential vehicle will be a vehicle used to commute to a job or work. A travel trailer does not fit that defination.

Pretty sure FEMA is not going to change their decision. And taking legal action may feel good however even if successful, that result would be months if not years away and at a cost for legal expense.

I would suggest the number of many charitable organizations that are more suited to giving. Unless you are only seeking an Airstream repair/replacement. Because any charitable assistance is going to provide you with the least expensive housing solution on your land. And an Airstream repair or replacement is not the least expensive solution.
