Best State Residence for Full-Timers

I sold my home in Colorado in March 2014 and have been full-timing in my AS ever since. Now that I've figured out the basics I'm starting to think long-term, like what is the best state for my official residence to minimize taxes (e.g., AS license plate ownership fees/taxes). I paid around $2500 to Douglas County, Colorado for my first year's license plates and have heard I can dramatically reduce this amount next year by changing my state residents. I plan to keep traveling full-time but am under the impression the government requires I have an official state residence for my drivers license, license plates, taxes. Is this true? My primary consideration is minimizing taxes and license fees. I will have no income for the next couple of years so income tax rates are not a concern.
Would appreciate hearing from others.

I am headed to SD in two weeks to do that. Takes one day to establish residency. Taxes are 3%. Vehicle registration fees are minimal. My insurance will half of what it is in California...

How does the Affordable Care Act influence this decision? My understanding that states with exchanges may be more restrictive than states without exchanges meaning the healthcare coverage won't extend outside the state. Maybe this isn't so much an issue with fulltimers with Medicare but many hospitals still will expect payment over an above the Medicare payments so Medicare supplementary insurance whould have to be purchased off the exchanges. Texas is popular with fulltimers and the state doesn't have a state health exchange. Car and RV licensing is cheap as there is no property taxes on vehicles.

In TN my truck plate is about $50.00. A trailer plate is about $14. or you can buy a permanent semi-plate for $90.00.
No income tax. Sales tax is higher than other places, around 9.25% with local options.
There is a tax on investment income

I hear Florida is a popular state right behind SD. We currently live in FL and it would be a lot easier to maintain residency here. Even though we hate living here.

The exchanges have nothing to do with medicare. Medicare is nationwide. Medicare supplemental insurance is available for nationwide coverage. The supplemental polices cost deferring amounts in differing states. I'm registered in NJ and pay half as much than when registered in Fla.
