Drivers door window sealant?

Anybody have anything similar to this on their drivers door fixed window?

It looks like some kind of sealant, but I cannot tell if it was factory or somebody added it.
Whomever did it, it is in dire need of replacment.
I don't think it is silicon, as I have never seen silicon dry out and crack apart like this.
