These tanks are made of HDPE, the material is inherently inert which is good that it doesn’t break down or react to chemicals. It also means there is a lot of glue, cement, and sealant that just doesn’t bond to it. I even tried a 2-part plastic bonding kit that advertised it worked with HDPE and failed about 50% of the test trials. No PVC or CPVC stuff worked for me. Wound up plastic welding it all

Since your weak spot is in that corner, maybe grind back your support bar so it doesn’t stress your repaired area when you re-install

Part of welding is clean surfaces and welding in a clean atmosphere with inert gases or fluxes to keep the weld clean. The guy who welded my tank did an awful lot of scraping and cutting to get to a clean base material. He even scrapped the plastic filler rod prior to welding. His explanation was that plastic oxidizes and that oxidation must be removed prior to welding in order to create a strong weld.

I have never tried plastic welding but after watching him I was impressed and the tank looks great.
