Holding Tank Question - 1969 Dump Valve

I have a 69 Sovereign, which only has one holding tank. There is only one Dump Valve. Which I think is only for the toilet. When I run the the front sink or bathroom sink it just pours out of the the back Valve which is in front of the dump valve. Is this liquid from the sinks held in by the cap or am I missing something? Does the dump lever stay up or down when the camp is on???

The valve is for the toilet water only. Sink and bath water pour directly on the ground through the drain pipe, unless you use an auxiliary portable tank. The valve needs to be closed unless you are actually dumping the black tank at that time.
