Normal? Not sure. However, we often see the same thing. A quick and gentle nudge from the outside pops the window into place and it seals up as it should. Popping in the windows is part of our pre-flight routine.
These windows do not close tight. I also push them in when leaving. Also do not try to force them closed with the crank, as you can strip the gear in the cranks.
I think that's the new style window, it's guaranteed easy open no matter what the conditions because it never completely closes.
Whereas the old style window didn't have a frame and may have been hard to open if left alone, but it didn't leak...usually.

The windows on our 2016 22FB do typically close all the way with the turn knob. On occasion they will hang up as you have shown, and as noted by others, a slight push on the outside and then another partial turn of the knob inside seals them up. I have not investigated to see what is rubbing, as it is not a common occurrence or big problem to tighten things up for travel.
Certainly less annoying than the front window sticking to the seal so you have to go outside and carefully pry it open.
After carefully looking at your videos, the gap in the middle of the emergency exit window does look a little big, as though there is a bow in the middle, and the kitchen window looks like there is a misalignment. I would suggest bringing to your dealer as a warranty issue.
Some of my windows were hitting the frame sometimes and the local AS dealer fixed them by slightly grinding the edge of the frame, not an elegant solution, but a solution that worked.
It's my suspicion that these small single axel Airstreams like the 22FB probably have some flex in the structure that shows up when the trailer settles out on it's wheels and legs and this flex might slightly distort a window frame if there is excess pressure on one point of support. It happens randomly for us and is never an inconvenience. Sometimes our bathroom door is tight. Usually it is not.
