1. Membership loss percentage is less than previous two years. We are still losing members. This year 126 non renewals
2. to balance the budget officers travel expenses were cut 25% and 10% and dues increased along with cutting ofexpenses we expect balanced budget next year

unit caravans santion

action: Motion 5 and 5A amendment to sanction unit caravans listed and numbered in directory Doug Wiley, Jerry Larson respectfully. Numbered caravan criteria is not being changed the addition of unit caravan recognition is being added.

(5)criteria
7 nights 5 stops 7 units kitty fee

(5A)non numbered will be listed in the directory as uc unit caravan, subsequent caravans during the same year will be listed with subsequent letters, b, c, etc., such as UC 09 B
all unit caravans approved by unit president will be sanctioned no constraints or restrictions in 5A

Strike the kitty fee for unit caravans discussions...updating the hand book necessary

Motion 5 is withdrawn

Discussion on Revised Motion 5A... multiple caravans from multiple units need a different listing...code may need to add unit code...extent complicated and book will get too large.

Vote to replace 5 with 5A---motion failed? Point of order stand by... majority to amend the parlimentarian says, still failed.

Revised motion 5 for discussion concept is good but wont approve it as it stands...brought to committee and brought back later in January with a full understanding of what the region wants and to be done in a logical manner. Doug Wiley says committee is against it and that wont work. Region 2 says the committee made 5A is foolish to send it back to committee.

unit caravan con'd

Jerry Larson wants to send it back to all the units and do they prefer other option and reinvestigation of units. Region 3 says conflict of interest costs money put in book. D.W. says 11 of 12 units in region 9 want this. Want 2020 report to give recognition but without cost. Too much overhead...not just caravans but across the board. Recognition, everybody is getting it, badges flags, numbers, etc.

Well there you have two years in a row shot down!!!! 1st time through IBT 2nd from majority of region. It costs too much for members to get recognition for a unit caravan, they prefer to only honor the same criteria for numbered caravans.

You have to respect the Caravan Committee's desire not to increase the overhead. We're all volunteers here and the people that do the work need to buy in to the work before it will work. I also wouldn't want anything passed that increased cost no matter how much.

Also, there's too much recognition now in this outfit. It's not needed. We do this for the fun, not to get another ribbon, wear a red coat, three digit number, etc.

addendum ethics and grievances: 5 total 2 dismissed 1 dismissed 1 complaint didn't meet criteria, 1 was resolved with a written apology, 2 against same member, one case involved probation, expulsion, appealed, upheld, nothing outstanding.

comment $29,000 spent on grievances is there a breakdown on how much was spent on various grievances, info left at office, will try to locate it on break.

1. motion for table for calculation of 2008 be replaced with 2010 because of lower investment returns and higher dues.

2. Franklin Sanders amend bylaws for available returns... mutual funds, investments, etc.

3. Short term investments- F. Sanders- amend certificates to certificates of deposit, treasurer may invest monies of the club in mutual funds, etc. interest bearing accounts, authorization to invest in securities, US treasury securities, avoiding high service fees and expenses, increase investment returns and flexibility and lower risk.

Joe Bublus letter: consider risk by allowing mutual funds, there is no specifications for treasurer.
