Late suggestion from the floor
I know its late in the process, but as the proposed changes haven't been distributed to the members at large yet; I would offer the following modest suggestion to bring the letter of the law in to conformity with current practice:
I move that the current constitution be replaced in whole with the following:
- Whatever goes upon two legs is an enemy.
- Whatever goes upon four legs, or has wings, is a friend.
- No animal shall wear clothes.
- No animal shall sleep in a bed.
- No animal shall drink alcohol.
- No animal shall kill any other animal.
- All animals are equal.
with further acceptance of the friendly amendment to the main motion such that the above reads:
- Whatever goes upon two legs is an enemy.
- Whatever goes upon four legs, or has wings, is a friend.
- No animal shall wear clothes.
- No animal shall sleep in a bed (with sheets).
- No animal shall drink alcohol (to excess).
- No animal shall kill any other animal (without cause).
- All animals are equal (but some are more equal than others).
Call to vote, all in favor.....

Constition Re-write
First, as others have said, we need this Revised Constitution out for all to review, ASAP if not sooner.
Our fear, is it will be held "close-to-the-chest" up to Du Quoin, then dispersed so the membership has little time to digest and discuss it. It is only FAIR, all Units have time to read and discuss the merits of a newly written Constitution amongst its members, before a vote can be taken. Not allowing Unit's enough time for discussions at local levels would be a travesty to the process.
Re-writing the WBCCI constitution is one thing, but WILL all the Units in the Club have to re-write their own Contitutions, if the new WBCCI constitution is accepted.
If Units must do a re-write, who will oversee/guide this process? Anyone, any insight, hindsight?

According to the current constitution this revision needs to be submitted to HQ by the 1st of March and then distributed to the units by the 1st of April.
The CBLs for the units are reviewed by the Constitution and By laws Committee every five years. According to the bylaws, the units CBL can not be in conflict with the clubs Constitution and Bylaws.

There will be adequate time for review, it will be presented in three forms article by article
current version
changes highlighted
What it will look like if accepted.
A summary of the changes and a rational for each article changed, deleted or added.
A Power Point presentation is being prepared for the units.
Contacts for all committee members both email and tel# for questions.
It will be in the BB and online as of the last discussion.

Reinvent because we can
On the official WBCCI website go to “General Info” > “Unit Idea Book” > “WBCCI Traditions” then scroll way down to Item # 136 titled: "What's an IBT?"
One of our current life members did a good job writing it way back in the happy days of 1992. It’s informative and it reminds me of the old saying:
‘If we want things to stay as they were, things will have to change.’
Should most of the items in the “Unit Idea Book” be updated, ignored or purged?
Should squares reinvent the wheel just because we can?
Here’s a link: http://www.wbcci.org/documents/Idea%20Book.pdf

How Are We Driving?
Do we have a healthy helping of leadership?
JStanley another fine post from you. As I was directed to your resource of "What is IBT," I also discovered idea #94, "What is a Healthy or Sick Board?"
Category: Unit Management Idea # 94
Title: Sick and Healthy Board of Directors
Submitted by: Unknown, NORTH CASCADE WASHINGTON, June 1985
Take a look at the description of SICK and HEALTHY Board of
Directors printed on the next page.
Examine your Unit's, Region's or International Board of
Directors to see how you feel their health is showing.
If you feel they are healthy, encourage them.
If you feel they are sick, work to make the needed changes.
WHAT'S THE DIFFERENCE BETWEEN A SICK AND A HEALTHY BOARD OF DIRECTORS
A BOARD IS HEALTHY WHEN:
1. All members speak up about what they think.
2 Decisions are worked through until a general consensus of agreement is reached.
3. Well informed members contribute ideas on the area of their competence.
4. A member's value is judged by the merit of his idea.
5. The WHOLE GROUP handles questions that concern the whole group.
6. Major issues get major time.
7. Minor issues are settled with the attention they deserve.
8. Major issues evoke mature approaches to change and 'working through'.
9. Decisions reached by thorough participation are final and satisfactory.
10. Members really understand one another's ideas, plans and proposals.
11. Members objectively center interest on goals and tasks.
12. The group carries forward in the performance of tasks and achievement of goals.
13. The group works goal-wise toward change.
14. Reward and criticism are shared.
15. Initiative and responsibility are encouraged by growth in a sense of personal confidence, competence and worth.
16. Search for help from all sources in continuous.
17. Information is fed back into the group.
18. The worth of persons is respected.
19. New board members are selected according to their abilities to meet tasks needing to be accomplished.
20. Board rotates.
21. Action is centered on developing that member's needs
A BOARD IS SICK WHEN:
1. A few members do all the talking.
2. Most members mumble assent.
3. Competent people sit silently by.
4. New people with good ideas are not listened to.
5. Decision-making is quickly referred to committees.
6. Minor issues consume the major time.
7. Major issues are passed over.
8. Minor and simple issues make people see red and boil.
9. The same subject, supposedly settled, keeps coming up again.
10. Quick judgments are passed on issues people do not understand.
11. Members subjectively talk about people in scape goating.
12. The group is afraid to change.
13. The group accomplishes little in the absence of the chairman.
14. Rewards and criticisms are concentrated on a few.
15. Initiative and responsibility are stifled by dependence.
16. No resources outside the group are drawn upon.
17. Little is told the group.
18. The person is squelched in his expression, and stunted in his desire to serve.
19. New board members selected are friends of present board members, irrespective of needs.
20. Board perpetuates itself either via the same person or their friends.
21. Action meets social, emotional and other needs of board members.

Holy Moley, Carol; if the board and members graded themselves and were able to review how others graded them, that would make for interesting reading.
My money's on the sick board criteria.

Why would any committee take it upon themselves to start the collection process ALL OVER AGAIN when the rationale was very specific? Sure the emphasis was on proofreading, but if you read it, instead of listening to it, you'd see that there was some small speck of light that just might get a smidgen of a change or two.
I wonder if the results will be more like cutting the International Club Officers reimbursement levels by 15%, leaving a budget that was actually a reimbursement INCREASE when compared to what officers had voluntarily cut out of their budgets themselves?
Progress? A real boon for the membership? Or is this merely a way to keep those that protest too much, silent for the duration of this IP's term? It's a tactic that's been used by many Region Presidents over the years, but if you're not paying attention to what goes on beyond your own unit, well, how could you really be expected to know any better?
If "the interpretation" is to incorporate "the information" already collected then what exactly IS this thread all about?
It's simply as plain as the nose on your face and EVERYONE sees exactly what this thread is/was...
"The Situation"
"The Information"
"The Honor"
"The Prestige"
"The Spotlight"
"The Committee"
Pay no attention to all those financial supporters standing behind the curtain!
Looks to me like mere members, past members, and now non-renewing members got "Snookied" again...
" Wizard of Oz: Back where I come from there are men who do nothing all day but good deeds. They are called phila... er, phila... er, yes, er, Good Deed Doers."
There is an entire committee's worth over there at that WBCCI Forum. Why they've been asking many of the same questions over there, for an entire year already! One of them can't participate over here, so maybe this new information collection processs (with just five months to go) should head on over there and reap the benefits of all of that knowledge? All of those Do Good Deeders. It's is afterall, the home of the BOYZ. Might as well be comfy, although I'm not so sure that there would be any less criticism...
" Wizard of Oz: Why, anybody can have a brain. That's a very mediocre commodity. Every pusillanimous creature that crawls on the Earth or slinks through slimy seas has a brain. Back where I come from, we have universities, seats of great learning, where men go to become great thinkers. And when they come out, they think deep thoughts and with no more brains than you have. But they have one thing you haven't got..."
Hey -- does anyone know if the club store still sells white dress shirts, red ties, blue blazers and the IBT airbag of arrogance and elitism? I saw a comment here somewhere that came right out of the IBT Play Book -- something along the lines of "not being required" to respond to any member? Heck -- they've been stuck on that play page for DECADES.

Can anyone find the post I made to LIPets that his special committee would be under the auspices of the regular committee under Don Schafer and it would constitute a conflict of interest? It seems that is what is now playing out.
