If you want the answer, go to the leaders of successful units. Ask what is working, what their members value from the club, and how the Regions and International can refocus to benefit, as well.

What was once the largest unit in Texas, the Texas Unit, just folded a month or two ago because no one would step up and take officer positions. There were still a fair number of members in the unit.

My unit, Texas Highland Lakes, now includes many of their former members. We are well over 100 rigs including associate members, and close to 100 regular members. I understand that we are the fastest growing conventional (non-internet) unit in the club. We have more than doubled in size in the last few years.

The most important part of the answer is to avoid internal cliques and give everyone a fair shake. The next part of the answer is to be as laid back as the rules allow. This isn't a military organization. The last part of the answer is to provide members with activities. We have six hosted rallies a year, several weekend state park camp outs a yesr, and monthly luncheons. Our rally attendance is now often limited by number of sites the park can provide. Our last rally was limited to 30 rigs because of other things going on in the area and our Xmas rally will be limited to about the same because of winter Texans. We usually have a number of drive-ins in addition to rigs attending.

When (if?) this amendment passes how will the new powers be exercised. Is there a clear and valid procedure that will come into play? It is one thing to give the members the right to construe, etc. It is another matter to have a process to determine the views of the members in so construing, etc.

Yes, there is a clear, valid and tested procedure. It is found in Roberts Rules of Order, Chapter XIX, Conventions. It covers caucuses, basic provisions needed in Bylaws, procedures, credentials, etc.

The use of Roberts Rules is already authorized in WBCCI Bylaws:
ARTICLE I
PARLIAMENTARY AUTHORITY
Sec. 1
The rules contained in the current edition of "Roberts Rules of Order Newly Revised" shall govern the international club in all cases to which they are applicable and in which they are not inconsistent with the bylaws of the international club. (1/21/94)

While Roberts Rules of Order are listed in the bylaws, they only cover the bylaws and policy. The order of precedence is:

a. The Laws of the State of Ohio
b. The Articles of Incorporation
c. The Constitution
d. The bylaws and policy

For the beady eyed parliamentarians, you can not use a subordinate item to govern a superior item.

I did not suggest or imply that RONR governs the Constitution or Bylaws. I have stated previously and quoted the exact opposite, that the Constitution authorizes Bylaws and the Bylaws authorize RONR. RONR itself states that is the order of precedence.

The question I posted an answer to simply asked if there was a procedure in place for the delegates to use if the amendment passes. RONR is already in use by the WBCCI in all of its meetings. So, there is no conflict, even for beady eyed parliamentarians.

Are we voting on the re-vised constitution from earlier this year? Didn't think we would be voting on anything unit wise until after IBT. I haven't heard anything lately other than the Denver motion which is making it rounds here in Texas right now.

The lack of follow through on the part of the units' leadership is not good. By this time, you would think most units would have had activities with a quorum present so they could have taken a vote.

It's a little more complicated than "an activity having a quorum present"; our unit constitution requires that members receive advance notice. (And since our unit constitution is based on the WBCCI "model unit constitution" I imagine most other units' constitutions are similar.)

Having said that--and having received official notice of the motion after our spring 2011 business meeting--we publicized it in the newsletter and voted at the fall business meeting. (In favor--almost unanimously.)

Unfortunately, the lack of interest by unit presidents in presenting the amendment will be no different than the lack of interest in participating in an activist Delegates Meeting should the amendment pass. Which seems to be the weak link in an otherwise great idea.

Many units address Unit Elections and Business in the Fall and International Elections and Business in the Spring. It is possible that they will address it in the coming months.

I attribute the "lack of interest" more to the fact that since the introduction of the motion all units have gone through 2 or even 3 changes of officers. Emails sent to unit presidents when the motion was first being pushed are now past presidents. It is difficult to keep interest going from one administration to another. All the delays caused by the Constitution & Bylaws Committee Chairman, and then at the Mid-Winter IBT was all that was necessary for the motion to lose its momentum. Some current unit presidents might not have even seen the motion, because their immediate past president didn't pass it on them. This gets even more messed up when you consider that some units get new officers in July and others in January.

The DENCO Unit knew that could be a problem and had hoped to get the motion to the Unit Presidents by May or at least prior to International, but of course that never happened and all the drama that resulted didn't help either.

I agree, also the fact that you resigned, being the originator doesn't help matters.

So how can this get back on track?

How about an email after the holidays to all current unit presidents?

I've already suggested to the DENCO Unit and the Region 11 President that they should put a short article in The Blue Beret. It is theirs, not mine, to do with as they want.

Indeed, some of the "new" officers are really "old" officers recycled who like things just the way they are.
